What usually goes wrong
Checking returned gear for damage before it goes back on the shelf is the required item, and skipping it moves the problem to the next member who takes it out. That is both a safety issue and an argument you will lose.
When to sign someone off
A workable bar for this station: no critical items missed, a score above a line you set for Retail / Pro Shop specifically rather than one number for the whole building, and observed on more than one shift with at least one of them busy. Then date it, so it can expire.
That last part is the one people skip. A sign-off with no date cannot be re-checked, which means a year later you have a record that says somebody was ready once.

Common questions
Why does rental gear need its own checklist item?
Because the failure is delayed. Gear that goes back damaged is not discovered by the person who missed it, so there is no natural feedback loop. A scored item is the substitute for the feedback the job does not provide.
What should be on a pro shop checklist?
