What usually goes wrong

The item-count procedure is the part people relax first, usually with a regular or when it is busy. It only works as a habit applied to everyone, and the moment it becomes selective it stops being a control at all.

When to sign someone off

A workable bar for this station: no critical items missed, a score above a line you set for Fitting Room specifically rather than one number for the whole building, and observed on more than one shift with at least one of them busy. Then date it, so it can expire.

That last part is the one people skip. A sign-off with no date cannot be re-checked, which means a year later you have a record that says somebody was ready once.

Why does the fitting room need a training checklist?

Because it is usually covered by whoever is nearest rather than by someone signed off on it. That is how the count procedure and the go-back pile both slip, and both are expensive in ways that show up weeks later in a stock count.
